Story
<b>Part One: Gang War</b> Following the events of Justice League Of America Vol 1 Annual #2 the Justice League had settled in Detroit and attracted some new, untested members. One of them, Vibe, is an ex-gang member who , despite his best intentions, gets caught up in a turf war between his old gang and their rivals, led by Crowbar. Aquaman, under pressure to make this new League effective, seems to be doing little more than alienating both the new members and the old with his constant badgering. Injured in the gang fight, Vibe is taken to the League's new headquarters while Crowbar is recruited by a mysterious foe.
