Story
Following Green Arrow's recommendation, the League decide to test Black Lightning for possible membership by altering their appearances and attacking him before revealing their ruse and offering him membership. To their surprise, he turns them down. Meanwhile, The Regulator - an embittered ex-employee of STAR Labs - attacks the local installation.
